FedEx Ground

CESO partnered with Scannell Properties to design and permit a 250,000-square-foot FedEx Ground distribution facility on a 65-acre site. The facility will enhance the brand's access in the Eastern Ohio and Northwest Pennsylvania region and expedite package deliveries to surrounding communities.

Our involvement began with our survey team conducting comprehensive ALTA, boundary, topographic, and utility surveys, ensuring a solid foundation for the project design. The team also streamlined lot consolidation efforts to prepare the site for development. Next, our civil team worked diligently to navigate zoning entitlements with the City of Hermitage, facilitating the grading to optimize the parking lot layout on a topographically challenging site. Our team also designed erosion and sediment control plans and stormwater management strategies to comply with rigorous local regulations.

Concurrently, our traffic team prepared a traffic impact study and a signalized intersection design, and provided support in obtaining the Highway Occupancy Permit. Our environmental team conducted a wetland delineation and secured a stream waiver permit to address the encroachment of a jurisdictional feature. Lastly, in adherence to city ordinances, our landscape architects crafted landscape plans essential for the development's compliance with local regulations and aesthetic integration with the surroundings.

The site presented unique challenges, including significant existing topography, difficult soils, adjacent utility lines, and stream features. Through the team's strong emphasis on due diligence and establishing relationships with the review agencies, we effectively communicated critical information, which expedited solutions. Our team achieved NPDES permit approval on an accelerated timeframe and served as a permit expeditor for the City to gain conditional building and permit approval.

This project helped FedEx Ground advance its mission of speed and reliability, increasing its operational efficiency in this market. The impact of this distribution center on the local community and surrounding areas has proven the success of this project.
