Dunn Avenue Self-Storage

CESO’s multidisciplinary team supported the development of a new self-storage facility located on Dunn Avenue in Jacksonville, Florida, in partnership with Flagship Companies Group (FCG). With the property undeveloped and zoned for commercial use, FCG sought a partner with local expertise to navigate the full spectrum of site evaluation, permitting, and engineering design.

Leveraging our experience in the Jacksonville market, CESO began with comprehensive due diligence, including a Site Investigation Report (SIR), ALTA/NSPS Land Title and Topographic Survey, FEMA elevation survey, Phase I Environmental Site Assessment, and an Endangered Species Report. These efforts confirmed site viability and identified key regulatory requirements. Our team also developed a conceptual site plan and coordinated utility location services to inform design decisions and permitting strategy.

The second phase of the project included full civil engineering services, from geotechnical investigation and stormwater design to construction documentation and permitting. CESO prepared detailed site plans, grading and utility layouts, landscape and irrigation designs, and coordinated FEMA CLOMR/LOMR applications. Our team managed local permitting through the City of Jacksonville, SJRWMD, FDEP, and JEA, and provided both office and field construction administration support.
