Argyle Forest Self-Storage
CESO partnered with Flagship Companies Group to support the development of a new self-storage facility located on an undeveloped parcel along Argyle Forest Boulevard in Jacksonville, Florida. The project required a comprehensive approach to site evaluation, entitlement coordination, and full civil engineering design to ensure compliance with local regulations and environmental considerations.
CESO began with a detailed due diligence phase, including a Site Investigation Report (SIR),conceptual site planning, boundary and topographic surveys, and environmental assessments. These efforts identified key zoning and permitting requirements, utility access points, and sensitive wetland areas adjacent to the Ortega River. Our team worked closely with municipal agencies to confirm site viability and minimize environmental impacts, including wetland delineation and endangered species reviews.
Following due diligence, CESO advanced into the design and permitting phase, delivering civil construction drawings, landscape plans, and stormwater management designs tailored to City of Jacksonville and SJRWMD standards. The team also managed all permitting processes across multiple agencies, including FDEP and JEA, and provided construction administration services to support project execution. Coordination with city officials and attendance at key zoning and planning meetings ensured smooth entitlement approvals.
CESO’s integrated approach, from site investigation through permitting and construction support, enabled Flagship to move forward confidently with a well-informed, compliant, and constructible development plan. The project reflects our commitment to delivering thoughtful, efficient solutions that balance client goals with regulatory and environmental stewardship and reinforces our experience supporting development in the Jacksonville market.
