Refuel Market’s growth story is one of momentum. In 2019, the company operated just five stores across South Carolina. Within a few short years, that number increased to over 240 locations as Refuel expanded through acquisitions and new market opportunities.

As this pace accelerated, the company needed a partner who could bring structure, reliability, and clear guidance. The Development Services team initially supported that effort by conducting facility inspections that enabled the client to evaluate properties and make informed decisions, allowing us to become a trusted extension of the Refuel team.

As Refuel priorities shifted from acquisition evaluations to full development support, we helped the brand transition into ground‑up store development. Delivering site identification, due diligence, entitlement coordination, and full‑scope project management to keep architects, engineers, contractors, and owners aligned. The Development Services team also strengthened build‑to‑suit opportunities by managing site selection, site control, and land acquisition with financial partners.

Throughout this maturing program, we supplied the support and oversight needed to advance more than 170 projects across multiple states. From early evaluations to coordinating with development partners, our team created a process that supported both acquisition‑driven expansion and the move into ground‑up work. This approach proved effective by streamlining communication, minimizing friction, and sustaining momentum as our project types and markets evolved and diversified.

Today, CESO’s Development Services team continues to work alongside Refuel as the brand adds locations throughout the region.
